Rep. Waters Statement on Community Project Funding Requests for Inclusion in FY 2023 Appropriations Legislation
I am proud to request funding for the following Community Projects – which will benefit the diverse communities in my congressional district – in the FY 2023 appropriations legislation that is currently under consideration in the House Appropriations Committee:

AMAAD Behavioral Health Peer Support Center Infrastructure Improvement Project
Intended Recipient: AMAAD Institute, 10221 S. Compton Ave., Suite 105, Los Angeles, CA 90002.
Amount: $935,000.
Purpose: The funding would be used to renovate and expand the AMAAD Institute's behavioral health center in order to allow AMAAD to provide enhanced services to an estimate of 800 clients annually.
Member Certification.
Gardena Rosecrans Community Center
Intended Recipient: City of Gardena, City Hall, 1700 West 162nd Street, Gardena, CA 90247.
Amount: $1,000,000.
Purpose: The funding would be used to revitalize the vacant Chase Bank building in the City of Gardena to create a multigenerational community center and central gathering hub.
Member Certification.
Gateway Place Project
Intended Recipient: Grant Housing and Economic Development Corporation, 10435 S. Central Avenue, Los Angeles, CA 90002.
Amount: $4,000,000.
Purpose: The funding would be used for Gateway Place, an affordable housing development in South Los Angeles, which will focus on the veteran population and offer supportive services for the residents.
Member Certification.
Hawthorne Crenshaw Blvd. Mobility Improvement Project
Intended Recipient: City of Hawthorne, 4455 W 126th St., Hawthorne, CA 90250.
Amount: $6,300,000.
Purpose: The funding would be used to modify and upgrade traffic signal systems along Crenshaw Boulevard in the City of Hawthorne.
Member Certification.
Inglewood Water Main Replacements Project
Intended Recipient: City of Inglewood, 1 West Manchester Boulevard, Inglewood, CA 90301.
Amount: $3,937,500.
Purpose: The funding would be used by the City of Inglewood to replace water pipelines that are at the end of their useful life.
Member Certification.
Lawndale Citywide Traffic Signs Replacement Project
Intended Recipient: City of Lawndale, 14717 Burin Avenue, Lawndale, CA 90260.
Amount: $1,000,000.
Purpose: The funding would be used for traffic sign replacement throughout the City of Lawndale to provide critical safety information for drivers.
Member Certification.
Lawndale New Teen Center/Municipal Services Department Building Project
Intended Recipient: City of Lawndale, 14717 Burin Avenue, Lawndale, CA 90260.
Amount: $4,000,000.
Purpose: The funding would be used for the planning, design, and construction of the New Teen Center/Municipal Services Department Building in the City of Lawndale.
Member Certification.
LAX Workforce Development Project
Intended Recipient: Los Angeles World Airports (LAWA), 1 World Way, Los Angeles, CA 90045.
Amount: $1,000,000.
Purpose: The funding would be used to expand LAWA's workforce development program at Los Angeles International Airport (LAX) to include job training opportunities and pathways for aviation careers and to ensure the inclusion of, and outreach to, public housing residents within the 43rd Congressional District.

Legacy Project
Intended Recipient: Neighborhood Housing Services of Los Angeles County, 3926 Wilshire Blvd, Suite 200, Los Angeles, CA 90010.
Amount: $1,500,000.
Purpose: The funding would be used to provide financial education and counseling, wealth building strategies, and property supports through affordable loans and property acquisitions for families in disadvantaged communities.
Member Certification.
Lumpkin House Rebuild Project
Intended Recipient: Watts Healthcare Corporation, 10300 Compton Ave., Los Angeles, CA 90002.
Amount: $2,000,000.
Purpose: The funding would be used to rebuild and expand the capacity of Lumpkin House, a Recovery Bridge Housing/Sober Living facility for women, which serves women recovering from substance use disorders and which is currently limited by outdated facilities, lack of space for residents, and lack of room for staffing and supports.
Member Certification.
PATH Villas Normandie Project
Intended Recipient: PATH Ventures, 340 N Madison Ave, Los Angeles, CA 90004.
Amount: $4,000,000.
Purpose: The funding would be used to renovate what was once an underused Travelodge motel to become a 40-studio permanent supportive housing development for formerly homeless individuals in the Gardena area. At PATH Villas Normandie, trained PATH staff will offer onsite case management, connection to resources for employment assistance programs, and community building.

Torrance Temporary Housing Project
Intended Recipient: City of Torrance, 3031 Torrance Boulevard, Torrance, CA 90503.
Amount: $1,000,000.
Purpose: The funding would be used to combine temporary housing and supportive social services for individuals who are experiencing homelessness, in order to offer a smooth transition off the streets and give participants a safe, stable, and dignified place to live during the transition to permanent housing.

Transportation Workforce Development Project
Intended Recipient: South Bay Workforce Investment Board, Inc., 11539 Hawthorne Blvd., 5th Floor, Hawthorne, CA 90250.
Amount: $500,000.
Purpose: The funding would be used to provide occupational training, case management, and supportive services to individuals from disadvantaged populations, focusing on local priority sectors within the transportation industry.
Member Certification.
Watts and South LA Entrepreneurship Accelerator Project
Intended Recipient: Macedonia Community Development Corporation, 1751 E 114th St, Los Angeles, CA 90059.
Amount: $1,000,000.
Purpose: The funding would be used to serve as a business hub specifically focusing on the needs of low-income people of color aspiring to become entrepreneurs, as well as existing and expanding entrepreneurs, with all businesses served located in historically challenged communities.
Member Certification.
Watts ITWorks Project
Intended Recipient: Watts Labor Community Action Committee (WLCAC), 10950 S. Central Ave, Los Angeles, CA 90059.
Amount: $783,067.
Purpose: The funding would be used to provide a free, immersive information technology (IT) training program to motivated young adults ages 18-26, unemployed and with only a high school diploma or GED.
