Thank you, Mr. Chairman, for holding this hearing.
Under the Dodd-Frank Act, Congress recognized that robust whistleblower protection is critical to preventing another financial crisis.
Prior to Dodd-Frank, the inducements for whistleblowers to step forward were inadequate when balanced against the tremendous countervailing social and economic disincentives.

In the limited time I have this morning, I'd like to discuss a few issues with you, and then submit additional questions in writing so you and your staff can provide more information.
This amendment offered by Congresswoman Maxine Waters (D-Calif.) was accepted by Republicans and included in the final bill H.R. 1249, the America Invents Act, that passed the Committee today. In introducing her amendment, the Congresswomand delivered the following remarks:

This is now our third hearing on GSE reform during the 112th Congress. As I have stated at those previous hearings, I am committed to working with my colleagues on a practical, comprehensive reform proposal to reshape our housing finance system.
